Originally from the planet Rann, the essence of what would be Red Tornado was fused with a robotic body created by T.O Morrow, who sent it to destroy the Justice League. Morrow's fears were confirmed when Reddy turned and joined them. Since then, the Red Tornado has undergone at least three personality shrits and four robotic bodies. After a period of exile of humanity, it is believed that somehow Robin and the rest somehow awoke him. The current version of Red Tornado seems to be the most powerful creating whirlwinds and wind-blasts, as well as allowing him to fly.
